LoadRunner Enterprise: Does recycling of the application pools in the IIS affect LRE tests? (already running or started at the recycling time)

Environment

LoadRunner Enterprise: Any version
Module: IIS

Situation

If user schedules a test at 3:00AM in LRE, sometimes this test will fail to start.
And the user will get below message in LRE Test Events:
"No Configuration for run id: xxxxx". 

Cause

The default time of recycling in IIS is set to 3:00AM.
And the recycling will affect starting load tests in LRE.
