implement command line method for RM password changes

Both the Dimensions CM and SBM products have scripted options for doing Oracle password changes.
RM is still manual.

Please implement a command-line based method for RM so that RM Manage, manual point-and-click is no longer the only method for doing password changes.

Some organizations require that 'service' accounts such as the admin accounts in RM Manage that run the schemas are changed every 60 days.
