DataSourceUsers utility does not work properly with Include/Exclude Data Source in datasourceusers.property.bag.txt file, only one Data Source is excluded.

For example:
Create datasourceusers.property.bag.txt file in User Maps with settings like:
DataSource1=+datasourcename
DataSource2=-datasourcename
DataSource3=-datasourcename
DataSource4=-datasourcename
Run DataSourceUsers utility and notice that only DataSource3 is excluded, other Data Source Users are generated.
