Installing MF connect on linix platform without root access

Hello Team, We are in the process of installing MF connect application to have integration between PPM and Jira. However, the installation notes require root access to install the system. Is there any way around to install this application mfconnect-linux-4.4.3.14.tar.gz without having root access. Due to security issues, no one would provide root access to install application.
