We are doing migration from Azure DevOps to ALM Octane. We couldn't find any documents for this on the help page.
MF Connect is not a migration solution - it is an integration (via synchronization) solution.
If you are already an Octane customer, please reach out to the Octane support team and/or to go.octane@microfocus.com.
What you likely need is a migration process based on the SHIFT migration utility (https://marketplace.microfocus.com/appdelivery/content/alm-octane-shift-migration-tool), though ADO is not officially supported in the currently published version.

We are planning to Synchronize the data from ADO to Octane one time. As the customer is moving to Octane completely.

As Dominique pointed out, MF Connect is a synchronization tool, not a migration tool.
As you have stated you want to do a one time migration of data from AzDO to Octane.
you want to lift everything from AzDO and shift it to Octane.
This is not synchronization.
Synchronization means - you push data back and forth between Octane and AzDO while continuing to use both products. That is what MF Connect does.
Once again, as DOminique said, you need to talk to the Octane R&D team to migrate from AzDO to Octane.
MF has a tool called SHIFT Migration Tool available in MF marketplace to migrate projects to Octane.
