To provide a "maintenance mode" for SiteAdministration where siteadmin can toggle for upgrade activity with characteristics below:
- Lock up all the siteadministration configuration and settings.
- No projects modification(delete/update/create) can be made in siteadministration page.
- Project User still can access to their respective projects.
- SiteAdmins still can access to siteAdministration portal but any settings modification is disallowed.
This function will comes handy during ALM upgrade which can prevent data/metadata inconsistency in siteadmin_db schema before and after the upgrade with the same time and ensuring exisiting users are able to access ALM portal.
