ALM 17 installation getting java error

Hello,

Trying to install ALM 17 on prem and when running the installer there is this java error that comes up prior to the installation wizard screen appearing.

java.lang.ClassCastException: class java.lang.String cannot be cast to class java.lang.Integer (java.lang.String and java.lang.Integer are in module java.base of loader 'bootstrap')

I was able to install 15.5 without issue but for some reason 17.0.1 keeps having this issue.
