ALM Octane 24.3

Situation

After upgrading to 24.3, it's observed that in Site settings, the Site Admin role is not available to assign to other users except the pre-defined site administrators.

Cause

This is the mechanism of Octane 24.3, which indicates that the Site Admin role is a "microservice" role, that shouldn't be able to apply to all users.
