Hello Wei,
Currently, ALM provides versionning functionality in the following modules: Requirements, Business Models, Test Plan, Business Components, and Test Resources.
Make sure the project has Versioining enabled from Site Administration module.
Details on how to enable it are found here:

Release is not a version control. Who have make changes to the requirement document? What is the change? We have no such control. What you have is only a release tagging.
Hi Wei,
Disregard my previous comment. It was related to ALM versioning and not to ALM Octane. My bad.
A comprehensive versioning functionality for requirements in Octane is still in the works.
Version control of requirements
As of now, ALM Octane supports versioning of the description field of a requirement only.

Thanks!
