User Requester Administrator Role not working for Resource Request Approval with default permissions

Environment

Privileged Account Manager 23.3(4.4)
Privileged Access Manager 24.3(4.5)

Situation

Anyone who have to be right and member to PAM Users Requester Administrator mean they should have right to approval the emergency resource requestes by users. But it's not working on PAM 4.4&4.5.
