The Change Guardian Policy Repository failed to start.
CG 4.0.1 installed on RHEL 6.5,

I do not have any errors during installation, all rpm was installed
correctly, installation has been frozen during "Change guardian
configuration ..."
I put "1' for default configurations and ... configuration has been
frozen on step :
"Waiting for Change Guardian Policy Repository to start... "

when I try restart sentinel service I see:

/etc/init.d/sentinel restart
The Change Guardian Policy Repository has already been stopped.
Stopping Change Guardian...
Stopped Change Guardian.
Starting Change Guardian...
Waiting for the Security Intelligence database to start...
Starting the Change Guardian Policy Repository...
The Change Guardian Policy Repository failed to start.
Sentinel is running.


I can log to webapp on port 8443, but when I try install policy
editor on Windows I see error :Service not running or not installed on
myhostname.domain:8094


My question is how start Change Guardian Policy Repository...
