What specific permissions did you add to grant the View and Create resources, and where?

Our first step was asign all 20 roles

to the new user, but it do no allow to create or see Resources.

 After we see that to access to the IDMDASH menu the user need the 30 roles asigned.

Then we asign this roles to the new user, now this user can see resources, but cant create a new one, get the same error that UserApplication Administrator.

The User app is confusing and has permissions all over the place.  The Administration one, is so they can see Menu items, but not that eDir will allow them

Thank you Geoffrey for your support. I have read the article, however I have very little clarity on where to start searching for my error. I can't get a log other than catalina.out where I can see the error, and I honestly don't know what to look for and what to correct. 

In particular, I have seen that the error has a specific relationship with the rights of the controller, even the user who told you that we create and could see the resources when assigning the rights column in the view stopped seeing them and generated the same error.
