forms are not loaded properly in IDM48

It is a new implementation in IDM 49 using new forms. The form is not loaded properly. Restarted the nginix, user application. Tried in incognito. Tried different browser. No Luck. 

Can someone help me here ?

    The client machine does not have the internet. I think thats the reason some css are not loaded properly. 

    I think we can download the css offline and put them in the server. but sure how and where ?

    I worked around this problem by removing an import statement from fonts.google.com from the beginning of the only css file in
    /opt/netiq/idm/apps/sites/forms/
    in my env it is named styles.b64920e89a106c40.css (and again, it's the only css file in this location)

    from other discussions on this forum I remember a support ticket is already open
