Identity Reporting fails to upgrade to version 4.9 (7.2.0)

We are currently in the process of upgrading to Identity Reporting version 4.9 on a Windows Server 2019. So far, we have successfully completed the following steps:

-Upgraded the Identity Manager Engine 4.9 and eDirectory 9.2.9 (402010.00) on a separate windows server.
-Successfully upgraded the User Applications to version 4.9 on this windows server 2019 that we're currently facing the issue.

However, we are encountering an issue when attempting to install Identity Reporting. During the installation of Identity Reporting, we receive the following error:

Error 2000

The UserApplication Database is hosted in another server running Windows Server 2019, (SQL Server 2017)

The database of Identity Reporting is hosted on another VM running Linux (PostgreSQL 9.6.12)

We would appreciate your assistance in diagnosing and resolving this issue. Please let us know if additional logs or information are required to help investigate the error.

    As the logs suggest there should be more detailed logs, usually in the same directory that the existing one is (somewhere under C: Program Files), or at the least this is how it is for normal IDM installations. Hopefully it helps a bit

    we're escalating the issue with OpenText Support, it doesn't give us any information at all.
