After Identity Governance installation or update, it fails to start with the following error: "Unable to decrypt data with any of the 1key(s)"

Environment

Identity Governance 4.2.0

Identity Governance CE 24.3 (4.3.1)

 

Situation

After an installation or upgrade of IG the application fails to start and in the catalina.<date>.log an error like the one below can be seen:


java.lang.IllegalStateException: com.netiq.ism.obfuscate.NoSecretKeyException: Unable to decrypt data with any of the 1key(s)
  at com.netiq.ism.obfuscate.CryptoUtils.decipher(CryptoUtils.java:512)
