Yes and No.   All of the out-of-box reviews are about a relationship of some type, usually between and identity, their accounts, and the permissions assigned.  You are looking to review details for permission objects specifically.  You won't be able to review just permission objects using the review interface, however IG DOES have all that data, and you could generate reports (pdf/csv) or insight queries of all that data and share it with the business as appropriate for them to look at.   

This isn't as ideal as a review interface that takes the changes and tracks them, but the data is there, and for a cleanup effort it can help out.  The scale of how many perms you need to review and how many folks need to look at it will determine how hard completing that process will be.
