Fortify LIM Broken

I am in the process of updating my licenses. The person who did the original licensing is currently on leave and not reachable, hence my issue. When I try and run the LIM, I get this error in my web browser:

HTTP Error 404.0 - Not Found

The resource you are looking for has been removed, had its name changed, or is temporarily unavailable.

Everything looks to be in order in the installation folder for the LIM, so I checked on the service. It was stopped, and when I tried to start it I received:

Error 1064: An exception occurred in the service when handling the control request.

I am running the latest version of Fortify on Windows Server 2019 Standard.

My next step is to attempt to reinstall the LIM, but I do not want to do so if this potentially poses a risk.

    To update, I attempted the repair option from the installer, but it is not detecting IIS as installed, despite these features being installed and enabled in the Server Manager.

    It may be best if you go ahead and open a ticket with Fortify Support to see if you can get someone on a remote session to take a look at the issue.

    What version of Fortify WebInspect do you or what version of the LIM are you trying to install? What URL are you trying to access that returns the 404? The location could be http[s]://<lim_server>/lim[.]admin depending on the version.

    Can you verify the location of the LIM with one of the existing WI instances? You can also try looking at the LIM logs - C:\Program Files\Fortify\Fortify License and Infrastructure Manager\Logs\

      I got the installer to actually run, it was a permissions issue within IIS. However, the LIM.admin file served to http[s]:///lim[.]admin, which should be located in C:\inetpub\wwwroot, is missing. Running the repair installer again does not fix this. I am in the process of getting with our support contacts, but do you have any thoughts in the meantime?

    The app is not located under C:\inetpub\wwwroot. You can view the physical location in IIS Manager:
