Unable to reassign OATH OTP token due to user no longer present in the repository.

Summary
A user has been deleted from the repository, now the Admin is unable to reassign its OATH OTP token.

Advanced Authentication Framework 6.3.x and 6.4.x

Situation

When trying to delete the current owner, the Admin will receive the following error message:
User not found in repository (AuError).

This is due to the value set in the Users synchronization Policy. The user will be removed definitely from the repository after that set value.

If an Admin wishes to speed this up then the value should be set to 0.

Once the users is deleted and the token is reassigned, this value can be set again.
