Browse basline should show the real CREATED and CHANGED dates

Previously delivered in 8.2 Patch 2. Octane numbers 22006 and 19446.

When doing a browse baseline (=1.b) for a set of components, the CREATED and CHANGED dates for the stacked reverse deltas (minus library level) all show a date/time that matches the last baseline process.

But here should be the real CREATED and CHANGED dates !
